Navigate to the System tab and select Global Questions

Select the option Create New Global Question

When the Question Details have been completed, the obscured functionality is available for selection on the Questions Options tab.

Select Obscured within the Answer Data Type drop down

The option Validation Type can be used to mandate the format of an acceptable provided question answer
